We haven't gotten to the first trillion yet. Not even close (unless
you count H-bomb manufacturing.)
The annual magnetic fusion budget in the US is much smaller than you
might think, much less than the cost of one shuttle launch, IIRC.
Developing working fusion reactors is probably the *easy* part of
this space exploitation scenario.
