The President being on the phone with you does not improve
lateral communications channels. There's nothing magic about
the President calling you that makes serious structural
communications problems go away. The 9/11 commission
report clearly details what was wrong and it's hard to
see how any single person at any level working with the
system as it stood and reacted could have fixed that.

Throwing weight around and screwing with subordinates
inappropriately is a good way to make crisis response
worse not better.

Being so upset with Bush that you would prefer grossly
abusive and ineffective crisis management behaviour to
what he actually did is disturbed behaviour on your part.
