This is not clear to me. Assuming you are docking with a cooperative
spacecraft, equipping it with a relatively large high contrast target should
make a video system pretty easy. GPS should get you close enough so that
the target is resolved, the dockee can make sure the target is illuminated.
Then if the target is designed with video in mind it should be simple to get
range, range rate, and orientation from a sequence of frames.
If the spacecraft is not designed with this in mind, or not cooperative,
then I agree that video could be difficult to design and test.
