The whole concept of the CEV development spiral is that you never throw
away capability or overreach unreasonably. As such, each new spiral is
going to change the CEV/system design to provide for longer stays, etc.
It's true that Spiral 3 calls for 14-98 day missions, but if you see
the definition of Long Duration (Lunar Mission), you see that the
minimum stay is actually 42 days, not 14.
Spiral 4 is a Mars flyby, and the fact that it's given an entire spiral
designation means that the Big Brains think it's a vital precursor to
actually landing on Mars. I think they're extrapolating from the useful
role Apollo 8 played.
Personally I think a crewed flyby of Mars is about as relevant to Mars
exploration as the Zond flyby was to lunar exploration--but I'm willing
to keep an open mind about it. At least the crew would have a brief
period for rapid-response robotic teleoperation, which might be useful
in some regard. Also maybe just for confidence about sending humans
that far from earth and bringing them back again.
