So? That doesn't mean they can't be pursuing opposing interests.

At which point, he left OMB, his responsibilities changed, and he was no
longer charged with carrying out OMB's mandate.
The Administrator of NASA doesn't find himself at loggerheads with OMB
because he doesn't understand them or their job -- James Webb, famous for
his clashes with the budget people, had been *head* of the Bureau Of The
Budget in an earlier administration. It happens because he has a different
job and different priorities than they do.
