Well, perhaps someone in Congress called the bluff of the "Washington
Monument" tactic and it actually did sit to the point where it was built
in two stages, as we know that it was?
I believe that other reasons caused it, but your example of the tactic is
not a good one and the original poster cited why.
It was a relevant as well.
