It would appear they plan to do _that_ testing as part of the
flight program. I'm not sure this is a Good Thing, but they'll
surely get experience good or bad. Possibly SpaceX will discover
whether it's worth the extra steps to ensure reusability and
add them as needed. Hopefully future customers won't be disappointed
by this method of development, eh?
