It makes sense because all moving parts are going to be key points of
failure. And if those points of failure double as couplings between
major structural components....
For me the major attraction of visiting a hotel in LEO would be the
opportunity to live in microgravity. So I don't think rotational gravity
is very attractive for short stays.
OTH if you have to endure a long cruise to mars to somewhere further
away (or a long stint working in LEO) gravity may be a necessity.
