Before I waste my time digging up cites, I'm curious as to why you
find this so difficult to believe. Why do you imagine that Saddam
would bother with clean water, or give a damn about infant mortality
amongst Iraqis, other than in Baghdad, and his privileged enclaves
like Tikrit? He cheerfully starved children and deprived then of
medicine so that he could use the Oil for Food money to build palaces
and weapons, and bribe foreign governments to keep him in power. Why
would such a creature waste money on clean water?
Under his regime, a few places had reliable power and water, but the
vast majority of the country suffered so they could, particularly in
the Shia south. He *drained the marshes*, causing an ecological
disaster, as part of an ongoing war against the marsh Arabs in that
region.
I find this notion that some people have that all was milk and honey,
as in ancient Babylon (and pace Michael Moore, children flying kites),
under Saddam's leadership quite bizarre, and can come up with no
explanation for it other than some people simply believe that no one
could possibly be worse than George W. Bush.
