It takes a _lot_ more rocket fuel to get to Mercury than to Mars.
Otherwise do like the current mission, take 7 years to obtain Mercury
orbit with one Earth fly by, two Venus fly bys, three Mercury fly bys.
Once you get there you can hang out at the poles where there are known
signs of water.
