There are other choices. Likely he didn't think that he'd have to
raise taxes. That's not delusional, it just underestimated how much
pressure would be put on him by the Democrats to do so.

And if you're referring to the current president, if he was
delusional, so was Bill Clinton, Ted Kennedy, Tony Blair, and almost
every major western politician and the world intelligence community.
Even someone who was genuinely delusional, Saddam himself, thought
that he had WMD (and it remains unclear as to whether he did at the
time, and if they got sent to Syria, or somewhere else, just before
the war began). If he couldn't figure out that he didn't have them,
how was George Bush supposed to do so?
