I don't think so. We'd call it a situation that needs to be fixed,
and we'd be fixing it, as the Iraqis are starting to do now. These
are acts of desperation, of people who recognize that they're losing,
and they're no longer viewed as acts against the US--they're viewed as
acts against the new nation of Iraq.
