That does seem to be their plan so far, and it's going well, though
they could probably shrink still further. Of course, Howard is just
getting started...

Hope is not a tactic. But it's probably the best *you* can do.

Their other alternative is to purge themselves of their loons, and
start making themselves relevant to the country again.
