Does this have anything to do with the RD-180 being a staged
combustion engine and the RS-68 being a gas generator engine?

Does the RS-68 have a fuel-rich or oxidizer-rich gas generator? Fuel
rich is more common but it seems odd to pressurize an LO2 tank with a
fuel rich exhaust.
