There is zero cost to me for sending mail as long as the mail sent bandwidth
does not reach the limit of my ADSL connection and such is teh case with
majority of computers that might be used for spam.

And precicely why do I care about limiting myself? And how are you going to
institutionalise it? The problem with the idea is not just that it is a bad
idea, but that its a bad idea with no chances at all of being acepted or
enforcable in any shape or form.

technology nor the problem nor the problem space nor the legal
side of it all.
