Titan IV Canadian Drop Zone Problems

Interesting reading about the high-inclination Titan IV
drop zone problems in the Canadian press.

Which stage drops here? Titan core Stage 1? The SRMs
surely can't get that far (some Canadian media reported
thus).
This seems, on the face of it, to be a problem of bad
communications by the U.S. with it's northern neighbor
regarding the meaning of the so-called "boat box".
But Titan (and even Shuttle) launches have gone this
way before (flying over Newfoundland), albeit
infrequently, and the U.S. Air Force even established
a tracking station in Newfoundland for these launches
in 1993, so I'm wondering if the issue is what it seems
to be. This issue surely didn't just pop up. It has to
have been simmering for awhile.
