All fishing participants contributed, of course. Canada
played a role when, after claiming the 200 mile limit,
it failed to regulate fishing allocations downward enough
to prevent the decline. When it finally realized what was
happening, it had to close the Banks completely, resulting
in massive job losses in Newfoundland.
Now I wonder, what affect will a spent Titan first stage
have on the Grand Banks fishing stock? Maybe it really
is the oil exploration that is the bigger concern now.
