How to Raise Trillions ($$$) Fa$t, No Money Down

Some novel ideas for changing the incentive system in place.
Background information some of these ideas are based on such as
georgism, geo-libertarianism, and real free trade follow at the end.
#1 FOSSIL FUEL "ROYALTY"
#1.1 EARTH
Implement a BTU "royalty" on fossil fuels to be paid to the rightful
lords of a planet (the natives) where every "intelligent" being is a
sovereign, perhaps say $20 per million BTUs ($116/barrel of oil) on
Earth. I think that the "royalty" should be split among the
individuals of the nation using the resources (actually I'd like
metropolitan areas to have real governments with real control and I
think such is possible only through geo-libertarianism), although the
fossil fuels should be available to any society which wants the fuel.
Should there not be enough to go around, hike the rate further. Third
world development is a very worthy goal, however for reasons that are
off-topic to this thread, I believe that a different mechanism is
needed.
Suffice it to say that:
1) Talent and infrastructure development in the third world is
somewhat limited.
2) Third world birth rates are higher.
3) #2 above shouldn't be encouraged.
4) Elites of not only third world countries, but developed countries
undoubtedly deserve considerable blame.
5) Perhaps inequities due to speculation (unsavory forms), political
favoritism, and oppression should be handled through in rem
forfeitures.
# 1.2 OTHER PLANETARY BODIES AND ASTEROIDS
Other planetary bodies should have their own governments.
In setting appropriate rates various factors should be considered:
1) There are no natives, and shouldn't be any for several years during
the establishment of a settlement.
2) The gravity well is less on planets where settlement may be
(relatively) feasible.
3) Asteroids have a negligible gravity well and are easier to mine for
resources due to having different chemical compositions and greater
uniformness of materials
4) Near planetary objects are also a scarce resource and should be
used for developing cheaper access to space with multiple competitors.
5) The supply of asteroids outside of planetary gravity wells is
essentially unlimited for the foreseeable future.
6) In space it much more practical to make land
7) The sun shines all day, but while it is much brighter in Earth
orbit (7 times greater) it is just a distant star in the Asteroid
Belt.
8) It is impossible to live very long (perhaps two minutes max.,
probably much shorter) outside a sheltered environment. Odds of your
lungs and eardrums bursting are great.
#2 OTHER ROYALTIES
Other materials don't really disappear. If "fossil" fuels are really
a abiotic process as some contend, especially in the East, then when
they are used up they are really gone. Another important
consideration is that the use of hydrocarbons will wreck the Earth's
biosphere unless it manages to compensate. Even in the latter case,
there is the matter of whether humans can adapt, esp. underdeveloped
nations and the poor in developed nations. If royalties are charged
for other resource usage, the same legal framework used for
hydrocarbon fuel should be used here.
In any case, it seems just plain stupid to put resources in landfills
only to mine them latter, probably at much greater costs.
#3 LAND VALUE TAX
I believe that full costing (e.i., including the ecological value)
value of land should be taken into account and used as a floor for
computing land value taxes.
The value of land on other planetary bodies will be zero or near zero
for a long time. Since "profits" (subsidization) of a corrupt Earth
elite currently leeching off community action through inflation of
land values will have come to an end, space commercialization will be
competing on a level fair (real free trade) playing field.
#4 CAPITAL GAINS ASSESSMENTS
There may be instances where this is appropriate. Perhaps the patent
system which is a clear failure should be replaced or complemented by
a grant system. Since taxes are theft and assessments should be paid
by those who benefit, such a grant system should be funded by either
an assessment against capital gains or wealth. This is based on the
widely held view that only even today the poor benefit very little
from technological advances.
