Though I understand your desire to make a more fair
comparison, the D-IV and A-V payload guides seem to
indicate that no, they don't have that much structural
margin available for larger upper stages without making
major structural changes to the common core units.
Now, the payload guides aren't definitive structural design
or analysis documents, to be sure. But the claim you are
making is new to me, and I've followed the vehicles for a
long time and designed things intended to mate with both
of them before. And your claim feels wrong as well as
not being supported by the published documentation we
do have available.
I would appreciate seeing some documentation or other
supporting evidence that 100klb upper stages were
intended or are supported by the existing EELVs.
I certainly don't want to claim you couldn't make the
design modifications... adding tank strength is not
a fundamentally hard thing. But it requires a whole
new structural and flight analysis, so it's a Big Deal.
