Perhaps. But perhaps not. SpaceX believes in their cost figures
enough to offer to sign fixed-price contracts for Falcon V flights;
this is much more than can be said about ATK or NASA and
shuttle-derived launchers.

If one is transporting propellant or other cargo to a spacecraft with a
robust maneuvering capability already in orbit, and the earth-to-LEO
cost is $3M/ton, one gets quickly driven to passive cargo carriers that
the larger spacecraft rendezvous with and docks / berths / grapples.
This is not going to double or triple payload costs.
