Actually, getting the North Koreans to target the moon with a few
modified ICBMs of their delivering blocks or spheres worth of dry-ice
having a core of frozen Rn and/or of whatever else is sufficiently
massive should create a double benefit for humanity at perhaps as
little as $1/kg. Whereas that sort of impact should be capable of
producing a million fold more tonnage of vaporising lunar basalt into
that nifty dark mass of substance becoming worth roughly 50% O2, plus
contributing a few other elements that should stick around until the
next 1200 km/s solar wind excavates most of the impact generated O2
plus whatever lighter weight elements away.
The 2nd benefit is that within the process of paying North Korea that
$1/kg is that we'd use up most all of their ICBMs that could otherwise
deliver a rather nasty WMD worth of something thermal nuclear. Of
course we could pay a little more than $1/kg in order to get them to
simply nuke the moon.
Of course for the best arriving final velocity bang for the almighty
buck and per kg, thus creating the biggest KE=0.5MV2 result would
require a rather long-shot around the sun in order to be targeting the
moon head-on at perhaps 60+km/s, and somehow I'm not quit certain if
I'd trust the current level of North Korean rocket and mad scientist
technology plus weird talents for pulling that one off.
