I forgot about the earlier discussion on this topic (might have been in
s.s.shuttle) -- roll control would definitely add to the development
time, but would roll control be absolutely necessary to the initial test
flights to qualify the booster itself?

As a follow-up question -- is "active" roll control needed (i.e., "we're
going to roll the booster 120 degrees after liftoff"), or simply enough
control for "roll prevention"? How much does returning to an
axisymmetric payload simplify the guidance problem -- in particular, we
no longer have to worry about things like wing loading, etc?
