Right. Focusing on the roll-thruster hardware is failing to look at the big
picture. You're talking about qualifying a *system* here, not a single
component that may be easy to build in isolation. And considering the
consequences of either an errant SRB crashing through LC39 infrastructure,
or even an "orderly" low-altitude range-safety destruct, NASA is going to
insist on a lot of hoops to be jumped before anyone will be allowed to test
their roll-control system "live" on a 3-million lbf thrust SRB.
