This is the "Space Islands" debate all over again...

If a commercial entity can convince NASA that they can take responsibility
(i.e. liability) for spent stages left in LEO, then I'd be pleasantly
surprised. Even if this happened, I doubt NASA would spend any of its time
and money to make, or to accept from anyone else, any modifications to *its*
upper stage. Everything about the stick will be controlled by NASA.

After all, the whole point of NASA creating its own "NASA specific" launch
vehicles is so they can maintain control of the entire system, from
manufacturing, to launch, to re-entry of spent stages. I doubt even DOD
would launch anything on "the stick" given the bad experience they had with
the shuttle.
