I'm afraid your can blame the engine decision on Congress.
The J-2S would have been a good starting point. Even better
would have been the XLR-129--a semi-proven engine that was
half the size of the Shuttle engine, but was otherwise
already comparable to what the SSME aspired. But the
SSME had the political clout.
