120 tons isn't needed. 80 tons is fine for a lunar program. If NASA
wants to use SDHLV then best go with the existing hardware as much as
possible and have an 80 ton LEO capability.

Otherwise, 80 tons can be provided by two upgraded EELV launches.

Yes - they were about the same. That's before the NASA uplift.

Ultimately, the only way to make SDLV cheap is to sell the hardware and
IPR and buy back batches of launches.
