The 1 in 300 odds are the total odds of plutonium
release. They include the chance of launch vehicle
failure *and* the chance that an RTG case will be
compromised during a failure. Now, 1 in 300
are the odds for the entire launch phase, so this
includes failures that would disperse plutonium
into the unoccupied mid-Atlantic, etc.
