Looks that way to me. Shuttle-C is a terrible name at this time, which
is why it should be replaced.

No clear purpose that justifies the development cost. You can only
move lots of mass with it, where NASA really did not have that need.

Beyond building the ISS that is, but the ISS construction was the very
reason to explain the main reason for Shuttle flights. They could have
easily completed the ISS in only 1 or 2 Shuttle-C launches, but then
what do they do?

No idea. All a question of moving the desired mass the desired
distance for the lowest cost.

NASA and other government agencies can work out those numbers, but
NASA is plugging the inline design for reasons known to them. Since
this rocket has to be half-built from scratch, then it will take some
hard work to convince them to pay the extra cost to do so.

It think that what NASA is going is plugging the inline design just
because it is better. Should this plan not work out, then they can
fall back on the lesser side-mounted plan.
