No, Shuttle-C was to use lots of Shuttle components including the OMS
pods (for RCS only) and boattail, mainly to make it more compatible
with the Shuttle fleet. The proposals for side-mount SDLV today do
not.

No, Shuttle-C's payload bay was the same diameter as the Shuttle's...
15 feet. But at 75 feet, it was to be 15 feet longer than the
Shuttle's payload bay.
Payload to 28.5/120 was to be around 90,000 lbs with one SSME... the
cheapest Shuttle-C model... or about double that of the Shuttle.
