This is naturally due to the USA one day having to pay back all this
War money. So for a long time it could well seem like a CEV to the ISS
situation.

As I also doubt the amount of following allowed budget, then I would
expect NASA to land people on the Moon in 2026.

That would break Bush's command of before 2020, but then it is not
like NASA could do anything if congress refused to pay for it.

Congress may desire to fund this Moon plan, while cutting everything
else, in some kind of "keeping spirits up" situation. However, as they
come to tighten their belts to starvation point, then I expect that
everything that is not vital will have to go.

So all of 2026 is my Moon landing estimate. Anyone want to take a bet
on that? ;-]
