How would an expensive Gubmint launcher destroy something like Falcon 1 or Falcon V?

2. The costs are going to be high because it comes with all the Space
Shuttle baggage

Rather less of the baggage, as the orbiter ain;t there. What baggage that comes from having a manned NASA capsule on top woudl coem with *any* vehicle witha manned NASA capsule on top.

3. It's not needed. A Shuttle Derived HLV can launch a CEV, Service
Module, and Lunar Access Module to the moon. And for LEO operation, the
Stick (or even the EELV Heavy derivatives) are overkill. 25-45 tons is
not needed for LEO operation

Not every mission would require Saturn V capability. Using the Heavy to launch crew to the ISS would be a tad excessive.
