Supplies could be delivered by Progress, Arianne, EELV, Falcon 5 or 9,
Zenit. Most of these will be cheaper than a man rated stick.
A new module? Depends. The ultimate would be to use the HLV to deliver
a 100 ton, 10m diameter module.
But with a variety of options able to deliver up to 25 tons, and an HLV
able to deliver 100 tons, I don't see any benefit in spending $5bn to
create something with a capacity of 40 tons.
