Those two sentences are an excellent oxymoron. A structure produced by
upsizing is de facto NOT the same structure and will require a somewhat
new design. Personally I think it is unlikely that the same dimensions
that were 'flight pressure stabilized" at 1.7m might not be so rugged
on the ground when you 'just scale it up' to 5.6m. In fact, while the
Falcon 9 that looks like a Falcon V with more engines on the bottom
seems reasonable, the much bigger fairing version certainly seems like
a different animal.
They themselves have admitted that the first Falcon 9 will just be one
using the smaller 3 m dimensions of Falcon V. I think the likeliest
explantion for the sudden upscale to Falcon 9 is that Musk found out
that engine development was MUCH more difficult and expensive than he
expected and is going to go with the working engine he has rather than
blow a large load of cash on another new engine.
