I think Ray has a good point, myself. One can gripe about NASA, as
about any government agency. Nobody ever said that government was
efficient. But I think one should also give them credit where it's
due. It's doubly amazing that they've managed to do what they have
while working for meddlesome politicians who change their minds every
five minutes, fund nutty can't work projects like the X-33 (one
engineer told me that if NASA was ever forced to do something like
that again he would quit his job), direct contracts to their uncle's
auto body shop in Nebraska, and otherwise make a mess of things.
