Well, so do we all. That doesn't mean NASA won't do it. They have a
clear history of doing things that are a phenomenal waste of money.

The US government? Or the people? Or the commercial sector? I don't
get what you're asking here.
But no, I doubt VSE will be cancelled; it will just be starved of money,
causing it to take at least twice as long (and cost well over twice as
much) as originally estimated.
