Actually, Kliper would be a small, potentially reusable, lifting body that
would have to rely on parachutes for landing. The CEV would also be capable
of a lifting reentry, is also potentially reusable, and would also rely on
parachutes for landing. CEV has a simpler shape and would be less complex
due to the lack of movable aerodynamic surfaces. CEV would also be capable
of a ballistic reentry if there was a failure that prevented a lifting
reentry.

So why would Kliper, a mock-up at best, be superior to the CEV PowerPoint
presentations? They're both proposed vehicles with little funding to date.

While this is true, what would damage the wings? How would that same thing
affect the CEV?
