Re: commercial uses of the Dtick and the Heavy Lifter

Falcon is preferred over foreign launchers due to explicit internal
political forces. Atlas and Delta get to sell launchers that benefit
from a great deal of sunk government R&D for the same reason. How do
you separate out the preferences?
