Do you expect private industry to fly people to the moon any time soon?
Upgrading the space program requires a lot of flights. It is difficult to
fund a lot of flights without a revenue source. NASA should look consider
potential revenue sources before they design the rocket. It takes a lot of
money to design a rocket. If NASA designed a rocket that private industry
wanted to use, then private companies would feel much better about sending
people to the moon.
