Sure. France provides about 30% of ESA budget ( depending on the exact
year ) and 53% of the Ariane Development one ( so, due to geographical
returns, manufactures 53% of the value of Ariane ). France also has a lot of
interest, and prestige invested, in ariane. The last, BTW, provides other
ESA members with a great handle to blackmail France into voting for their
own pet projects, or they will vote against Ariane development support (
vide last ESA ministerial conference ).

Nonetheless, Ariane development is an ESA project; CNES has been cut out of
the loop except as support to be calles when needed and Aiane lanches are
sold by a private company, Arianespace. The stock of which is held by EADS,
a company incorporated in Holand, the stock of which the french government
own about 15%, half what is owned by Daimler-Christler. So, while the french
have influance, they definitely don't have the last word.
