Until after you've *added* the leap second, that would be a neat trick,
because there is no such time as 23:59:60, December 31, 2005; that time
is known as 0:0:0, January 1, 2006.

The leap second is added following the second beginning at 23:59:59 UTC
on December 31, 2005, and before the second beginning at 0:0:0 UTC on
January 1, 2006.

After the leap second is added, the time at which it begins can be
denoted as "23:59:60 UTC, December 31, 2005".

I can forgive a news release for finding this too complicated to
explain...
