way as to indicate that:
Changes in policy do NOT inevitably follow changes in reality. Policy
only changes when political leaders internalize just how different
reality is from the previously accepted reality. For example, the
reality of an Islamist war against America didn't change between
September 10th, 2001 and september 12. It had been ongoing for nigh on
a decade, with plenty of previous unacknowledged battles.
Arguably, it started in 1979 (at least the modern resurrection of
it--they were actually committing acts of war against us in the late
eighteenth century, which is why the Marines still sing about the
"halls of Tripoli").
