Is it just possible that one size doesn't fit all?
That in cases of high poulation densities like Singapore or Hong
Kong public land ownership might be the way to go? And that in the
case of low population densities like the US (or speculative future
space societies) private ownership is a better bet?
Perhaps the best policy is circumstance specific?
