Unfortunately, it *is* us too. Air strikes and artillery bombardments
aren't that selective.

If we're not fighting a war of aggression, if we're doing all we can to
minimize collateral damage, the ultimate responsibility for those
casualties lies with the enemy as well.

Unless the choice of not fighting back really would lead to consequences
less bad than the horrors of the war fought in lieu of surrender.

Of course, one can always just fight back for a little while, and then
give up, thus getting the worst of both worlds... a la Vietnam.
