Actually, a more realistic nightmare scenario goes like this:

A Democratic administration is elected in 2008 and cancels the Vision
for Space Exploration. For good measure, the inevitable tax increases
drives the alt.space sector off shore. By about 2015, the US space
program consists of a few unmanned sattelites and retrospective
documentaries on the Discovery Channel.

Meanwhile, in their slow and steady way, the Chinese keep plugging on.
About 2020 or so, they land men on the Moon. It's the beginning of the
end of the United States as a super power, as it seems obvious to all
that the future resides with China. By about 2050, the Chinese are
selling the world helium 3 and are dictating terms.
