It is worth mentioning that the EELVs have their own cost problems,
with total projected program costs having shot up by more than 70%
according to the GAO. NASA has done more than one study
that concluded that an EELV-based crew launcher would cost
more, and would be less safe, than an SRB-based launcher.
I don't have any way to know if NASA's studies are right, or will
turn out to be as wrong as the early shuttle cost/safety predictions,
but on the other hand I have yet to see a study conclude that
EELV would be better.
I have a strong feeling that the study groups *made* their results fit what
Griffin wanted to hear. No proof of that, just a strong feeling.
