This is so far outside the mainstream thinking, and government desire

The ideal for American Industry, as I see it, would first of all insure
the best possible security.
All workers must be background checked -- And DNA checked -- on
employment. If possible DNA should be procured from early in this
person's life but, today, this is often not possible. (All babies,
today, should have a DNA sample preserved for future checks.)
Access cards should be regarded as capable of 'keeping the homeless
out', not as stopping Foreign Intelligence Cells, because they don't.
Today, we know that fingerprints are next to worthless. Many a DNA
check has thrown out court convictions based on fingerprint evidence.
Fingerprints, however, can yield DNA for checking. And, today, we know
that personal recognition is often not really recognition at all. Just
a playact to get around this difficult 'security' thing. Retina scans
are about the same as fingerprints. They look sophisticated but plug
in a Body Duplicate, remove the original's eyeball, copy it, preserve
and use it, and access for Foreign Intelligence is Wide Open.
Personal recognition, usually regarded as the best possible security,
is so bad that husbands and wives can be body duplicated, and their
spouses will never know. So, how good are co-workers at using personal
recognition? It is a joke!
Background investigations are very expensive, if done to exhaustion,
and only say what 'someone' was. They contain neighborhood politics,
document errors, revenge, and errors of memory. Once regarded as the
'ultimate' security, today they are nearly worthless.
Surveillance is pretty good at providing security, but noxious Who
wants to be on camera all day? And, how much money is it going to cost
to have those cameras watched 24/7. Perimeter and hallway surveillance
is probably best, but won't have any affect at all on a Body Duplicate
unless he attempts to do something outside his regular routine.
Security in the United States has to radically transform with the next
few years or the United States is at an end within a century -- or
less.
The ideal for American Industry, secondly, should be the checking of
I.Q. -- yes that hated thing -- for any professional employment.
Nothing is more anxiety producing than an I.Q. test. This is because
you have to put it on the line, upfront, and can't hide behind fake
credentials, or past achievements. But I.Q. tests work.
College transcripts can be faked, or a scam college mistaken for a real
one. But a carefully monitored I.Q. test can't be faked at all. A
very real Plus for I.Q. tests. More than one such test should be
administered on different days. The highest score of the several tests
taken should be taken as indicative of that persons abilities.
In addition, to I.Q. testing, there should be proficiency tests given
of the profession that person is 'claiming' knowlege of. If it is
entry level, then aptitude tests for that particular position should be
given. These are objective things, not subjective 'letters of
recommendation'. The subjective has to be taken out of American
Industry.
Once the above is done then the professional it produced should be paid
well, treated well, and trained to a very high degree within their
profession.
If the above were done American Industry would leap above the rest of
the world, instead of sinking into the performance of all the other
countries. Ideas, yes,' thoughts' are everything. The right ideas
could propel the United States 50 years into the future within a
decade.
