sharpen the resolution of the radar, so that it can see objects from a
current minimum of 12 inches in size down to two inches in size.

Sounds useful for civilian as well as military satellites.

Two inches is 50 millimeters, and things like the space station are
shielded for objects up to about 10 millimeters. So anything which
can track those 10+ mm objects (if not all of them, at least some)
would be welcome news.
