There are a few small areas of desert that are below sea level,
notably the Dead Sea and the Qattara Depression (southwest of El
Alamein), and there have long been proposals to exploit this, notably
for hydroelectric power. To date, it's generally been too big a job
for too small a return, and often in a politically volatile region.
Afar Triangle region of Africa, as well.
