I believe so but can't swear to it; most of the relevant editorials would
have been pre-first-element-launch in 1998.
Proposing to end the shuttle now doesn't mean an end to ISS, but it
does mean a many-year delay in launching the ISS parts which are
sitting on the ground at KSC.
Optimistically. Realistically, "ISS Assembly Complete" is "whatever
configuration ISS is in when the shuttle stops flying." Apart from the
Columbus module, none of the ISS modules waiting for shuttle launch are
designed to withstand an ELV launch. There is no vehicle capable of
carrying all those modules to ISS, and no realistic prospect of one.
