Yes, a foolish decision (not replacing the Shuttle but replacing it
with expendables).
I think the long and short of it is :-
1) The Shuttle costs twice as much per kg as expendibles.
Which says nothing about the cost of space transports in general.
2) A new development would be expensive, and the money dsimply is not
there.
Money seems to be there to build a huge, and operationally
unaffordable heavy lifter.
